Why run it all the way up the pole, just to run it back down again?

(We usually have the twistlocks on the pole, and guys with adapters for their u-ground cords, not the other way around)

Its a long story but part of it is that is the way the electric co-op wanted it,they only wanted their cable in the transformer,it was set up w/LBs going into it before the UG/OH "hybrid".

PS I did not do it! It is what I was told about it,also it does not show but the floating 4 square is fed w/ romex,no GFCI protection.
