Took these shots Sunday while out in the little desert town of Borrego Springs, California. Anyone ever seen romex used this way? Also, the emt in this building had gaps between it and the walls large enough to drive a mack truck through

It's pretty common to see the equivalent of Romex surface run on small commercial buildings here in England, but of course that's a whole different ballgame.
In the first photo, is that Romex from the light fitting just connected to a cord cap and plugged into a receptacle?
