Is that a 25-pair telephone cable with wires sticking out of it next to the lower disconnect in the 3rd picture?

A lot of panel for what looks like warehouse space.

Take a pick. Move Panels, or warehouse. (Well re-configure at least.)

This surely has to be fixed.
It looks like there is bugger-all room for access around this equipment.
Can someone name the violations?.
