Is that a contactor in the right box?

is there a part of the case missing or is that an "totally open frame" type

Looks like the righthand enclosure may have been for an indoor ~size-1 magnetic starter, possibly with integral motor-overload relay at one time. The present is an consumer-appliance-grade ‘definite-purpose’ contactor. Note that the appliance contactor has no arc-quenching features associated with its open contacts—that would be expected with NEMA-standard starters. I’ll be it spits pretty well if switching a significantly inductive load—like a stalled motor.

Very nice background graphic to set the photo in, Joe. Too cool.
