If its part of an access system for handicapped persons, it should be repaired.

If the people that "own" this were going to spend some money on this don't you think it would be to repair it?

If they don't want to spend money on fixing it or removing it I will not be losing any sleep.

Probable ADA violation - would have to be repaired.
I'm sure this is in a pedestrian area - hazard to public by cuts or scrapes - building or zoning violation. Lots of legal problems here without even getting into the electrical code.
I've noticed that I have become a lot more aware of junk like this since I have a couple of disabled relatives. Franky, it ticks me off no end.

Thanks for your "Qualified Reply" - seems like we in the electrical industry should be aware of these and other issues, instead of an: "I don't care attitude!!"
