No connectors/bushings installed on the top 2 conduits.

The 2 pipes into the top of the (disco?) suggest he is planning to "double lug" the line side of the disconnect.

Yep, like the hat. I'm leery of the business end of those tools sticking up like that, my fingers wold be bloody right off!

TG, The best I can tell, that is a 3 phase disco and could be feeding motors or the like.The load whatever it is doesn't need a neutral. It looks like njwirenutt is right judging from the length of the wires, he's probably going to tap off the line side, no ocp between there and where the wire lands!
