Joe: I see this frequently in this part of the world (SE Texas), only on a larger scale - 400a Nema 1 discos and contactors supplying power to large rice field irrigation pumps. Most of the time, the backboard is badly rotted away, as in your pic. and, of course, the doghouse has long since turned to dust.
The raceway from the contactor to the pump is typically MC, lying on the ground/in the mud...
