Yes, you hit it on the head!! This was an article in a California paper that someone sent to me.

This whole affair is so choked up with wires, it looks like vegetation.

Not a stick of conduit in sight, boxes (non-weatherproof ones at that) skewed and mounted (?) at all different heights, no meters to speak of... . Wanna bet that lots of those switches are "slugged"?
