in the code does it state that on a main breaker you can not put two wire into the same screw connector on the load side

The basic rule for connections to terminals is one terminal, one conductor. If the terminal is listed for more than one conductor, then you can put in as many as the listing states.

See 110.14 (A)


Few things are harder to put up with than the annoyance of a good example.
