Can't seem to find the code reference now, but am I correct that even though a 4 wire feeder is run to a detached utility building, a ground rod is still required at the utility building, and the ground wire from the 4 wire feeder, and the ground wire to the new ground rod would go on the same ground bar that is isolated from the neutral bar ?
