This is a 200a 1ph. UG residential service.
No metallic water lines,interior or exterior. Meterbase is back to back with a 200a main brkr. panel. Short pvc nipple between them. # 4 solid copper from lug in MB down to 2 ground rods 6' apart.
No Ahj here. Homeowner hired a retired elec inspector to look at job and he says the #4 must come from the panel.
Can anyone give me a code art.for this?
