Nothing like some states, where the state govt is the AHJ for areas where no county or city pre-empts the state. In Calif, every county and most incorporated cities have building depts that issue permits and do inspections. Some very rural counties (yes, there are some in Calif) contract with adjacent counties for inspections.

The area in which I do most of my work, Sacramento, is on the 2007 Calif Code, which is the 2005 NEC with some additional requirements. Many relate to seismic (earthquake) activity, and health care occupancies.
