Hi Nick. Please understand that my knowledge of the 97 UBC is pretty limitted, much less the California Building Code. From what I have read, the 4" projection rule doesn't apply to the UBC. With that in mind, barring a local amendment, I can see no violation in placing your panel in the hallway.
