I would do as Radar said.Put an IR gun on it while loaded.And it's a good idea to check all of the units while your at it.We do thermographic pictures of everything over 480 as a bi-yearly PM.It does look and sound like a defective fuse though.Some times the element drops into the silica and still conducts.I've seen 600V fuses pass 120v and open when you pull it.In 12 years we had a 400 ton chiller plant do this three times and had EE's check it every time and never find a problem.
