1. When verifying an ungrounded (e.g. secondary in delta) system dead, does the qualified person check each phase to the other and then each phase to ground? Will this confirm an ungrounded system dead?
2. Along the same lines, when applying grounds for the lockout (electrically safe work condition) of an ungrounded system, are two grounding connections applied? Wouldn't applying only one ground be ineffective?

This question is not intended to obtain means and methods but from a safey and health manager's perspective in reviewing a lockout procedure. Thanks.
