Looking at the "Report on Proposals," it appears that the committee does not see any reason to dilute this requirement.

So far, the committee maintains that there is 'no substantiation' that having all circuits rigged to disconnect together (whether by 'common trip' breakers, or by using handle ties) can in any way complicate troubleshooting, indroduce additional hazards by (for example) making it necessary to turn off all the lights when only one circuit faults (or requires maintenance), or interfere with the common use of the breakers as light switches.

Note that this last part may complicate compliance with energy codes.
