The light fixture has power, the lamps work and there is nothing at the lamp connectors. Is there any thing else I should check before I replace the ballast? It is kind of an emergency to me as it is the fixture over my desk.

Presuming you have good connections and you are certain you have proper voltage then it sounds like a bad ballast.

Yep, it was the ballast.
