In a home today I noted a long (50') run of urd that went out to the garage (100a sub.) Exposed basement ceiling, was run on joists and plates. Is it legal ?

It is not even legal inside even if you put it in a raceway. It must terminate outside of the structure.

It's that direct burial triplex cable that utility companies generally use for new underground services.
