Was this building originally individual, private apartments?

OK, I'll bite. What is the box of dirt?

CATV? Parking lot lights or signs? Service to the pool?

I think the box is full of dirt because of ants, but I'm not sure. The wire inside was 4 AWG and I have no idea where they go.

Thanks.

Those meters look old too, only four numbers instead of the usual five on the dial.

In pic no. 5, that Square D panel is kinda unusual. It looks a lot like those Canadian Panels that have the main breaker in an isolated compartment. The wiring to the receptacle and the time switch looks small, like extension cord wire.

Wizzie: Is there some kind of contact burning going on in the switch jaws of that big disco (or maybe it's the lighting) ?
