I just seen the other day, a documentary
film called "Power Trip", about how an American
power company bought and ran the power company in the former Soviet state.
The film mostly showed how the citizens dealed with things, and how they were stealing power,
and the usual complaints of cut off customers.

As I understand it they (AES) had huge problems with both supply and demand. Constant blackouts and chronical non-payment. They gave up earlier this year and sold the company to the Russians.
