Those two barrels are full of grease from the restaurant in this building.

I agree that if they were garbage cans that they could be easily moved, but with grease how easy would it be if the disconnect had to be put into operation during an emergency?

In addition, I wonder if they receive estimated electric bills because the meters (especially the far left) are not very accessible...

I don't know if you all have heard about a young woman being electrocuted to death just walking down the street during the rain storms in Vegas last month. They say it's a freak accident, but with the lack of regular inspections made apparent in this picture, I think it's more amazing that this type of tradgedy doesn't happen more often.

This incident and those like it make it difficult to find humor in poorly installed and horribly monitored electrical work.

Pauluk:

Yes, this picture was taken by me while in Atlantic City, NJ -- near the Train and Bus Station.

Most of the side streets are with some electrical hazards. I could fill a CD with them!

PS: On August 18, 2003 this was the report of the electrocution mentioned here:

 Quote:
LAS VEGAS, Nevada (AP) -- A tourist was electrocuted near a Las Vegas Strip casino during a weekend rain storm.

Rebecca Longhoffer, 39, of Louisville, Ky., was walking across a median near the Treasure Island hotel-casino late Saturday when she stepped on a wet traffic signal wiring box and collapsed, authorities said.

Clark County Public Works spokesman Bobby Shelton said a worn wire inside the traffic box may have caused a short circuit.

The victim was not wearing shoes, police Lt. Chuck Mangrum said.

Longhoffer, a computer programmer and mother of four, was visiting Las Vegas with her fiance, who was playing in a billiards tournament.

She was pronounced dead at a hospital.

As an AHJ, I have no authority to "enforce" any code after the job is completed and inspected.

As an EC, I have no responsibility for the conditions once we are complete and inspected.

This type of violation is prevelant around NJ, and probably everywhere in the country.

That said, the "inspections" for the photo would be the responsibility of the Health Dept, and the Fire Inspector. The Health dept for unsanitary conditions, and possibly inproper storage of waste materials, and the Fire Dept for blocked access to electrical equipment. This is clearly a houskeeping issue.

The meter reader, if he/she cannot access the meters creates an estimated bill, and they are supposed to report unsafe conditions to the POCO office; in this case Atlantic Electric.
