Joe: Are those three black conductors off to the side the ones that are supposed to be connected to the panel (from the meter)? Did you happen to see how they made the "connection" up on the roof?

Looks to be an MLO 3 phase panel. Is this a residence?

Not only did the installer bypass the meter, but also the main OCPD and disconnecting means!

The wires running out the window show no attempt to even hide what they were doing. How long did the culprit get away with this?

With our utility, this person would be cited with theft by the local police dept., and, if it went to court, the fine would be based on length of time this had been in place. One can only think that this has been a recent diversion, but a check of the actual consumption could point at a time period where the consumption dropped to zero. If the meter had been pulled for non-payment, then that would have been the starting point of the diversion.

I find it strange that this person has electrical tape the same colours used to identify phases and the white and green colours also.I would presume that they have done other diversions

boy this person is mighty brave!tapping hot conductors, then not even trying to hide it.they ought to hang this guy out for a long stretch before his own stupidity does.he may find jail time a lot better than 6 ft in the ground.
