Foil-backed tape to maintain the continuity of grounding. Just don't press it on too hard in the open areas.

Seriously, what, if any, solution is there to such a disaster waiting to happen? Put in "dummy" fuses not connected to a circuit?

There may be a commercially available closure for this old equipment, or you can use the method outlined in the above referenced section. (This is raceway or cable openings)

Actually after reading more closely, I would say 110.27(A)

Are those holes raceway or cable openings?

110.27(A)?

That is a approved enclosure.

I think I have seen Don point out that the wording was changed in 110.12(A) leaving a hole in the requirement to close up breaker spaces.

Is this getting addressed in the 2005 code?

Common sense, pride, liability all come to my mind as reasons to fill these spaces.

The inspectors should have a rock solid article to cite for this.

How would this effect an OHSA fine?

Isn't OHSA based on the NEC for the electrical issues?

would you call that an 'approved' enclosure with the openings like that?
If I was the AHJ, I would approve the enclosure when the openings are properly closed
