I was looking to add some recessed lights to my upstairs loft and my upstairs bedroom, the house isn’t built yet, but assuming I need to run a whole new circuit and cant splice off an existing circuit, what would I be looking at for just the wiring, I can do the actual light install.

You should go ahead and show these lights in the design and let the EC's (I would get more than one to quote this house) quote it as part of the base bid.
