Looks like the center Type SE Cable may be connected without the benefit of being metered?

Is that considered stealing electricty?

Yes they are and the meter readers need binoculars so they can read them.

Hey I am a bit late reading this. It remindes me of a service call I got to a manufactured home park. Some young jerks had their meter pulled by the power co. for non payment. They went to a site they knew were on holidays and stole their meter[or so they thought]. The pedestales served two homes. and someone had no power in the morning.Well---
after calling the power co. to see if there was a reason forthem being disconected, they said no but there was another in that park that had been pulledand to check theirs. Well you can guess the rest of the story.
