Are there any special allowances made for low temperatures as far as ampacity of conductors, or ratings of overcurrent devices in lower temperature environments?

I'm just curious, because it doesn't seem to me like a Thermal circuit breaker would work the same in an outdoor situation under very low temperatures. Are allowances made or is there special equipment for low temperature applications.
