Hmmm,
That's a tough one Joe,
It's hard to say without a closer look at the Circuit Protection used in the Panel.
That is a Hold Card attached to the padlock on that locked out circuit.
My guess is Electrician on the left, Apprentice on the right. [Linked Image]
Mind you, with the colour/style of thier over-alls, I'm picking that is more than likely Australia than anywhere else. [Linked Image]
Even the Isolator (Disconnect)below the Pan Unit looks foreign to anything we have down here.
By the size of the panel, this is a Distribution Board, within a larger Commercial Installation.
Best people to answer this would be 32VAC or Gray.

The main switch down the bottom is either a FEDERAL or NILSEN brand switch. This style of board is typical of the three phase board that are commonly used in Australia for larger installations with the DIN rail boards being popular for homes & small business. The link for the photo comes from the Australian National University in Canberra, ACT, the nations capital. I will try to get some photos of lockout tags as I ahve to do a reconnect tomorrow at a house I have just fitted a new switchboard to.
