I doubt that this will make up for all the fixtures without boxes.

The box had 2 bx cables in it , they went thru the Ko holes, then to the box, the fixture was mounted directly to the floor. between the floor joists, i guess this was done so if the ballast failed, the fire would get a better start, basement ceiling is also wood panel, give those fireman a good workout.

O.K. I'm lost here. Was this fixture mounted to the FLOOR or the ceiling of the basement?

I can understand how the wires passing thru from the fixture KO's to the box may have been an issue, IF the insulation wasn't rated 90deg. C. What were those two BX cables feeding?

That appears to be a modern "P" rated ballast, so a flameout is unlikely.

So is this an example of the right way to wire a fixture? It looks very professional to me and the neat cutout of the fixture pan allows access to the box as required by Code.

Inquiring minds want to know...

edit: Oops, after blowing up the pic and taking a closer look, I can now see that the BOX is mounted inside the fixture!! Now the floor mount part makes sense!! But ironically, even though it's unconventional, IF the BX cables were properly secured and bushed inside the box and wired correctly, I wouldn't consider it unsafe. Odd, maybe, waste of materials, but not unsafe.

Maybe the installer of the fixture was afraid that the weight would pull the fixture over the mounting screws and put the box inside the fixture to spread the load out a little bit.

Best reason I can come up with on short notice.

I can just see the salesman at the DIY home center explaining to this poor homeowner how to get the box inside the fixture. How come he didn't line up the box KO with the fixture KO? Guess the DIY salesmen didn't want to confuse him.
I wonder if he used the AC clamp or swapped it for a NM clamp ... can't tell from the pic.
