While it doesn't excuse the original crappy work, I can nearly guarantee that most of the mess here was caused by a re-roof job. Nobody called an electrician to get conduits out of the way and then reinstall them. I see it all the time.

Greg, that's not a bad guess...but the truth of the matter is that this resturaunt- once notorious in this town for mixing dog food in its' dishes....grew from a small house to a thriving business, with many additions along the way. The wiring you see was all done, as you see it, by the HVAC/ refrigeration guy. What sleepers you see are glued in place, left from a prior install, and not used when the lines were run again.

If this was the work of an unlicensed HVAC /refrigeration technician, then are you legally required to report it ?

I was figuring a roofer too. As I have had that done to me. Tore up everything so they could roll sheets.

Actually the conduit is supported...its laying on the roof, but it is not secured as required by the code.
