I think the term "adequate strength" is subject to interpretation.
Another item in 230.28, though, is not.
"Only power service-drop conductors shall be permitted to be attached to a service mast."
The phone and cable TV(?) wires have got to go...S

poco in this area requires a guy or brace when mast exceeds 3' over roof.it also considers the length of the conductors and any strain on the mast.

Our POCO requires a minimum of 32" between supports and if mast extends more than 5 feet above last support it must be 3-1/2" Galv pipe.

Are those one-hole straps that are securing it to the building?

I took closer look and found the clamps to be bolted .
the last clamp is 16 inches from the roof, and the 10 foot mast is 5 feet from the top of the meter to the top of the roof.
