in the UK you wouldn't find stuff like that. Christmas trimmings are plugged in using ceeform sockets high on the column or on buildings.
that looks like it had a cover but still very vulnerable to damage, like you see!
It looks like a portable receptacle. Though you can't get too far from the post light.
It also looks like that the top part of the pole is separating from the base. Maybe when it falls over it will pull the receptacle back in?
I also wonder if the strand of bailing wire was an attempt to keep the box attached to the base?
Those T&B plastic covers are a joke for any outlet that gets used more than once a year.. Red Dot had an aluminum one we started using at work since the T&B plastic covers seem to always end up laying in the dirt..
Bell box would probably be ok here if it was mounted to the post with ¼" nuts & bolts...
Arlington Industries also has some very nice equipment and I see a lot of EC's around here using their stuff.
I agree Arlington cover and maybe SJOOW cord in to the box.
