Wow. Thats pretty bad. I am not sure, but it seems to me like there could be a UV issue with that cable flown like that. That is the least of the problems, however. What is this feeding?

A classic example of PVC conduit & NO expansion joints, and lack of strapage.

Yes John, that is what is missing, I thought that looked pretty strange as I was editing the pics to be uploaded.
I also have certain misgivings about a cable being left to support it's own wieght where the end of it could be cut to bits on that pipe elbow.
If you were so slack here to use a length of Romex as an aerial cable (as in O/Head), you'd support it on a catenary wire at the very least.
Also very hard to see, but is there in fact any sealing in the end of that elbow?.
With regard to the PVC conduit work, I've done a LOT of this work in my time as an electrician and IMO if you can't be bothered to saddle it correctly, don't start the job in the first place.
This looks cheap and shoddy when it could have been nice and neat.
I would fail that job on sight without even leaving the work truck if I was inspecting it.
Next question would be, how does 2" rigid steel become 1 1/4 PVC?.
Assuming that the cable that enters the Rigid is the same as the one in the PVC.

because, you know, two-hole straps and those little plastic concrete anchors are just soooo dang expensive

Looking back, now I see the lack of a drip, and the lack of a suitable fitting.

Thinking (& looking) there looks like a cut off cable in the blue area & what may be an insulator on the wall. If that is so...

The 'mast' could have been a replacement for whatever was once at the blue wall area.

Whatever....IAN...what's the deal here??

John, I've never seen a driploop in UF cable before All things considered though, I've never seen a building with a periscope protruding it's roof, with a 10/3UF coming out of it either!

It actually is PVC for plumbing. They took the time to paint it gray for what ever reason. I still am not sure what is in this building. I almost don't want to. I could take many photos in this place that just might top that photo. That place is such a disaster. One day I will have a photo of the street lighting which is made up of ceramic insulators and one hot wire that zig-zags it's way through the place....

What's the difference between the gray PVC and while plumbing PVC?

I'm pretty sure that the PVC used in plumbing is not UV-stabilised like PVC conduit is.
I could be wrong too.
