The way that he used the BX, or MC, is precious. Just punch out the knockouts and poke it through the hole. That'll work. Let's see now, how do we solve the EGC problem? What EGC? Oh what the heck, is that important?

Thats MC with the grounds cut off at the sheath, fortunatly the EMT is ground here, but not for the outlets and lighting fed from it....

The title reminds me of a job I ha d last year... in that case the ex of the tenant had installed a new panel and done a full rewire - fusing the neutrals, running the phases to the bare neutral bus bar and cutting off the ground because he thought there was no incoming ground... we found it coming in with the phase and neutral, just some 8" from the panel, behind wood paneling...

Actually, Home Depot sells (or used to sell) a duplex 15 amp socket mounted on a round plate for just such a use!

I don't quite understand why an octagon box would be used for "wall sockets" though....
