Absolutely unbelievable John!.
Also consider that after a decent shower of rain or two, the water is going to fill the other enclosures as well(to a degree), through the conduits.
Some people should just stay at home.

Resembles what you/I see after a sign repair. Also, the aftermath of an install by "the professional sign contractor"

We had a rash of neon signage and outline lighting that would magically 'appear' on Monday mornings. IE:

Stop at a conv store for a drink, next store has neon outline ltg, and signage inside of store windows. Wasn't there last week?? No permits issued. Worker said "boss not here";

$ 500 Violation (Fine) to storekeeper. Guy won't give up the installer!

I'm constantly amazed at how many folks don't realize how dangerous neon signage can be. I worked at a local amusement park who had five! fires on the roof of one building caused by faulty neon installation before they gave up and went to another lighting method.

The HV output of that transformer will merrily arc to any nearby uninsulated surface until the ignition point of that material is reached.

Although the transformer itself is potted in a tar-like compound and could probably survive sitting in water without harm, (and I have seen that before too) I'd bet the connections to both line and secondary aren't that watertight.

Our large facility had a neon sign fire on the exterior of the building. Of course, four circuits of transformers, two floors up from the panel feeding it with no local disconnects. Also butt splices, and ring crimps on 15, 7.5 and 5 kV leads. Another fine professional sign installation.

Aren't local disconnects required by Code? If so, then it sounds like this "professional sign company" better have its liability insurance paid up!!
