It is an "E" conduit body. [Compare to "C" or "LB" conduit body.]

Was the conductor on the left tapped in an attempt to pirate some power?
Got to love the tape around the end of the incoming "service riser".

What about the NEMA 1 can on the wall to the right? Probably full of water.

I can't quite make it out, but the fitting near the corner of the walls looks like an X or + fitting with a LR coming out of it??

Looks like the EMT passes behind the back of the LR, and it looks like a coupling (maybe a 1 hole strap?) in the EMT, just above the LR.
Is the strut-nut just for future? [Linked Image]...S
