Children, can we say electric fence?I knew you could.Don't chase the ball honey.LOOK OUT!!! I just wanna know if this is a city park.That scares the crap outta me.Who's bright idea was this? Has the price of shovels gone up that much?

There isn't anything to fix,,,,, Just start over! All the way at that Transformer, everything goes!
These photos go well beyong the scope of simple code discussion.
Most places limit the amount of electrical work that can be done by maintenance, HVAC, etc. See your AHJ.
As an owner, you have the right to bring these issues to the attention of your neighbors. Yuo can get the bum fired. Point out your shared liability- ask a lawyer to explain.
While you're at it, consider suing the assoc. for not doing their job.
Such shoddy work has to affect your property's value and saleability.

Finally, move.

Is there a code provision prohibiting EMT hung on fences?
