It is. It's a 1000+ sq. ft. box with its own access door and inspection windows. [Linked Image]

It looks like there might be to much cable jacket in the box and I don't think those 2x4s are properly bonded.

This was sent to me by a friend of mine in a nearby city. This is a basement finish done by an owner-builder. They didn't have any more room in the sub panel, so they took a 12-2 from a 50 amp breaker and created this mess to make more circuits shocked

Ok, I think I finally see it. It looks like there might be a slight violation on a few of those cables. Less than 6" of free conductor.

Those are Power Distribution Blocks. They're often used in machinery control cabinets, right after the main disconnect. The smaller wires are run to individual fuses or C/Bs.

Ironically, the 3 pole model costs, by itself, just about the same amount as a small load center and 8 single pole C/Bs
