The picture of the fire valve assembly was taken at a new shopping center in
Burbank , CA. Among other things, note the PVC for the fire alarm system is
way too long and not supported at all.

The second picture is of yet another creative attempt to keep the covers on
weather proof junction boxes after the screws have corroded off. Picture
taken in Van Nuys, CA.

Was the flying PVC installed by an electrical contractor or a fire alarm contractor?

I have seen similar situations where the NEC has been completely ignored by low-voltage contractors. IMHO, the (incorrect) assumption is "It's low voltage, so we don't need to follow Code. No one will get hurt."

Not much needs to be said about the j-boxes, other than the fact that no self respecting trade person would do an installation like that.
