Looks like crap but the wire is supported, NOT bundled, (for all you deraters) , and the person who did is probably an excellent basket weaver.

I'm not so sure it's supported. I'd say is is either separated, or "guided".
It is a creative idea, though. It reminds me somewhat of finding all branch conductors in a panel bundled every few inches with pieces of #14 twisted around them.
Looks like a job for Stackers.

All the electrician ? had to do was go to the local supplier and get some cable clips.

That looks like zip-cord being used as the "tie wrap"...or what?

No it is not zip cord, it is the entire sheath from the Romex.

Reminds me of the wiring I've seen in some houses in my neighborhood where short lengths of cable sheath and a nail were used to strap a bundle of cables to the side of a joist at regular intervals.

I agree, I think there was probably a better method that could have been used. I have come across a few romex "slings" in my travels as well. I do not see how an electrician could have any pride from an installation as such. I am not sure that romex sheath is listed for support use and it certainly is not neat and workmanlike, but it is not the worst violation we have all seen either.
