We have been noticing that recently Job Specifications are containing two new Clauses.

1.Errors and Omissions in drawings or specifications are the responsibility of the “contractor” and are to be covered in the Tender Price.

2.It is the contractors’ responsibility to submit drawings for the approval of the Electrical Authority and include the costs in the tender. (The drawings have an engineers stamp on them)

I thought that the design and review of drawings and specifications is what they were paid for?

How do you make allowances for drawing review if you have no idea how long it takes to review the drawings. (There is no fixed rate.ie. $ per drawing reviewed)

In the 2002 Fee Schedule, you will notice the following rates for Plan Reviews:


PL01 PLAN REVIEW - LOW VOLTAGE (1-2Hrs) $178.00
$80 for each subsequent hour


PL02 PLAN REVIEW - HIGH VOLTAGE (1-2Hrs) $198.00
$100 for each subsequent hour


There is typically a 2-week turnaround in Ontario for all Plan Reviews.

If it is an emergency, and requires immediate attention, this could be accomplished without any problems.

This should clarify any misconceptions regarding Plan Reviews in Ontario.

Maybe I didn't clearly ask the question.

I'm trying to figure out how to estimate how much to carry in a fixed quotation for drawing approval.

and...
wondering if the drawings have the P.eng stamp on the drawings "Do they still have to be submitted".

and..
Getting a little upset that it appears from all the latest new statements in "ob Specifications" that the P.eng's are putting the load on the contractors for the poor information on drawings.

Really, just sort of getting stuff off my chest and wondering if others feel the same way.
