What is the correct NEC reference that prohibits a "boot-leg" or "false" ground in a receptacle or other equipment?

Is it 250.142(B) or there a better section?

250.142(B) IMO is enough but you could also look to 250.24(A)(5).

250.24(A)(5) Load-Side Grounding Connections. A grounding connection shall not be made to any grounded circuit conductor on the load side of the service disconnecting means except as otherwise permitted in this article.

There's a cite worth knowing! I was once at a loss to show where the NEC prohibited using the conduit as a "neutral"....even lost a job over it!
