If you've been closely following the code-making process leading up to the 2005 edition of the National Electric Code (NEC), or if you follow this magazine's "Ask Donna" column, you're aware of the significant November 2003 NFPA Standards Council decision—a series of controversial proposals to redefine air-handling spaces and create (limited combustible) air duct cable. These are to be addressed by the Technical Committee (TC) on Air Conditioning in the 2005 edition of NFPA 90A Standard for the Installation of Air-Conditioning and Ventilating Systems.

As well they should be, they have a whole chapter in it! Which I agree with this artical, needs to be expanded, and clarified.

Where I am, if the LV guys, or if we pull LV ourselves, at rough, it gets inspected! It's not policy to require inspection, but if it's there they check it. Soon, they may require a permit, and inspection, the way we do.

LV requires a permit and inspection in two areas here though no license is required . There's a lot of office and commercial buildings but a disastrous fire at a hotel/conference center years ago got the AHJ's to strenghten requirements.

I read the article and I thought that the NEC always prohibited LV wiring on the ceiling grid. (Don't make me look it up ) My subscription to that trade journal stopped for some reason a long time ago. Just as well, old Donna wasn't always spot on with everything she wrote about and she kind of annoyed me.
