Does the first switch in the kitchen have to turn on the fluorescent lighting of some sort or it has to be the main lighting fluorescent?

In the state of CA yes!

The general lighting in kitchens must have an efficiency of at least 40 lumens per watt.

Each room with a bath tub or shower must also have at least one fixture with an efficiency of at least 40 lumens per watt.
