Question #1: Does this apply to a College Campus or other Commercial, multibuilding, single owner situation? Or just "industrial" (manufacturing) buildings?
Question #2: Can a single 15 KV switch serve as the required "service disconnecting means" for more than one padmount transformer and thereby more than one building?
This is a loop feed situation from padmount to padmount. Each padmount has its own internal fusing.

I;ve been working on a campus system also. Once past the main all circuits are feeders. 2002 240-100 . As far as a remote control for the main i;d say no.A campus is not a Industrial installtion.See definition of feeder. in Definitions, also look at 450-3A
