Does a nipple need not be supported if it is equal to or less than 18 inches long? Any code references for this?

I could be wrong, but I would see no need for support for any conduit less than 3' long...

Fastening shall be permitted to be increased to a distance of 1.5 m (5 ft) where structural members do not readily permit fastening within 900 mm (3 ft). Where approved, conduit shall not be required to be securely fastened within 900 mm (3 ft) of the service head for above-the-roof termination of a mast.
This same wording is used in the other raceway Articles. I know that nipples are commonly installed without support, but I don't find any exceptions in the NEC to premit that practice.
