A new inspector is giving me a hard time about not running a ground in my E.M.T. Can anyone steer me in the direction in which to cite code reference that E.M.T. can be used in lieu of a grounding conductor?

See Section 250-118 in the 1999 NEC, and Section 250-91(b) in the 1996 NEC.

However, I always recommend that the EGC be installed. I have many pictures of the wiring method you describe, and other metal raceways that have come apart because of many reasons that are typical -- and we all know what they are.
