And just who do you think are the 'pro's' that list adapters for 30A 120V to adapt to 15A 120 v receptacles that are seen in campgrounds?

The ease of access to such items basically is saying 551-71 is not universally enforced.
( 70% @ 30A )

i realize that state funding for AHJ's is sometimes limited to public buildings only
