I am going to bring 400 amp service to a remote location, meter only no disco's till they terminate at their locations one to the house the second to the shop; The house has a ufer to establish service, however the shop doesn't have a ufer. Would I be required to establish its service at the remote location and bring 4 wires to the shop or can I still establish service at the shop and use 2 ground rods in lieu of ufer? Thanks sparky

Two separate buildings can have 2 services off the same drop or "may poled" from a single metered pole in the middle.
I would ask the AHJ how they feel about sending service conductors, building to building after the meter but I can't imagine how it isn't legal.

If there is no Ufer available, and no footings being installed, then you must use any other available grounding electrode.

With nothing else (Ufer,water,steel,etc) you must install rods, ring, plate.
