I'm trying to find a code article that would require a receptacle to serve the countertop of a wet bar located in the family room of a single family home.

If it is a stand alone unit it might fall under island category and it requires one.210-52(C)(2)

If it does not fall under the island category then i would say 210-52 (A)(2)(3) applies.

I like to know what others have to say.

I don't think you will find anything that helps if this is not a kitchen, dining room or bathroom.
AS a design issue this should probably be a dedicated 20 but I fail to see a code requirement for any receptacles at a wet bar.
If they do put one in it has to be GFCI

That's what I found too Greg. So if a person wanted to save a few bucks he could forgo the plug over the bar countertop. Save the cost of a GFCI outlet.

I've always gone by 210.52 and it's various sub-sections, in the assumption that the wet-bar will require appliances such as blenders, etc., similar to a kitchen counter top. One circuit is usually acceptable however. GFCI protection on all outlets is definately a must.
