It says so right in the front of the handbook.

It tells us that the commentary and pictures are the opinions of the authors and editors and are not official interpretations of the code.

The following is immediately before the Preface.

Quote
The commentary and supplementary materials in this handbook are not a part of the Code and do not constitute Formal Interpretations of the NFPA (which can be obtained only through requests processed by the responsible technical committees in accordance with the published procedures of the NFPA). The commentary and supplementary materials, therefore, solely reflect the personal opinions of the editor or other contributors and do not necessarily represent the official position of the NFPA or its technical committees. ®Registered Trademark National Fire Protection Association, Inc.

The NEC Handbook contains the full and official text of the National Electric Code book (see first sentence on page ix). Also see the disclaimer "Notice Concerning Code Interpretations" on page ii (the page facing the dedication page).

All that being true I wonder how many times the inspector has proved the commentary to be incorrect? I do think the people who voice their opinion in the NFPA Handbook are very qualified to make the statments they do and the graphics are excellent visuals of the text. As an inspector I would never quote the handbook commentary as substantiation for a violation but I think it helps all of us understand the code better.
The code book is written at a second year college level so we need all the help we can get. [Linked Image]
